Subdivision-era trees
Castle Hill was cut from orchards and grazing land into residential lots from the 1960s through the 1990s, and a good number of the original paddock eucalypts were left standing through that process. Those trees are now forty to sixty years older, sitting in the middle of established gardens, and frequently in worse structural condition than they look.
The reason is the construction history. A remnant gum kept through subdivision usually had heavy machinery over its root zone, a portion of its canopy taken off to make room for the house, its drainage pattern changed by paving and roof runoff, and no attention since. Decades later that shows up as decay at old pruning wounds, weak unions, and dead limbs in the upper canopy.
The Hills Shire rules
The Hills Shire regulates tree removal through its development control plan with a size threshold and an exempt species list. It sits in the middle of the Sydney range — more process than Penrith, considerably less than Ku-ring-gai.
The thing to check beyond the base rule is remnant vegetation mapping. Cumberland Plain woodland and, on the wetter gully soils, Blue Gum High Forest and Sydney Turpentine-Ironbark Forest all occur within the shire and carry protection independent of tree size. A single large forest red gum on a suburban block can be part of a listed community.
Access, and the battle-axe problem
Castle Hill's subdivision pattern produced a lot of battle-axe blocks: the house sits behind another property, reached by a long narrow handle. Thirty to sixty metres is typical, sometimes shared with the front property, often too narrow for a tipper to turn at the end.
When a truck cannot reach the tree, every load of chip and every trunk round is barrowed down the handle to the street. That hand-handling is the cost. Pools, terraced retaining walls and landscaped side yards between the driveway and the tree add to it.
Where a block does have genuine vehicle access to the base — plenty of the newer estates do — a large removal is comparatively quick, because the machine does the carrying.
Clay and footings
Castle Hill sits on Wianamatta shale, reactive clay that shrinks in a dry summer and swells when it re-wets. A large eucalypt near the house is drawing a lot of that moisture out. Take it away and the soil can heave over the next few seasons, lifting slabs and cracking brickwork on shallow footings. On a very large tree close to a dwelling, raise it with a builder before the removal rather than after.

Does The Hills Shire require approval for tree removal in Castle Hill?
For anything above its size threshold, yes, through the council's development control plan. The exempt species list covers the common declared weeds. The complication in Castle Hill is remnant native vegetation: a large forest red gum left from the original woodland can be regulated at state level as well, independent of the council threshold.
The tree was here before the house. Does that change anything?
Not legally, but it changes the tree's condition. Remnant eucalypts left through subdivision typically had their root zones compacted by construction, one side of the canopy removed for the building, and decades of altered drainage since. That history is why so many of them now carry structural defects, and it is what an assessment should be looking for.
Can a truck get down my battle-axe driveway?
Measure it. A tipper needs roughly three metres of clear width and somewhere to turn at the end; a chipper towed behind needs the same. Many Hills handles are narrower than that or have a gate, a retaining wall or a parked car in the way. If a truck cannot get down, everything is barrowed out and the quote reflects the extra hours.
